Je voudrais très rapidement partager avec tous et toutes le
communiqué final de l'atelier local de restitution des études sur :
(i) Faisabilité d'une convention entre l'Etat et les populations
affectées par le barrage de Fomi et (ii) Partage des recette issues de
la vente de l'électricité de Fomi avec les populations affectées dans
le cadre de l'appui de la Global Water Initiative (GWI) autour du
processus de réinstallation des populations recasées du projet de
barrage de Fomi. Cet atelier s'est déroulé les 21 et 22 mai 2013 à
Kankan, République de Guinée.

Just to say thank you to Emilie Devic for doing a good job looking after the SARNISSA Email Fora and administration over the last 3 months. She in now off to Ghana to work on her PhD related to the EC FP7 Proteinsect Project - setting up insect (soldier fly) rearing and larval production systems for incorporation into fish feeds , working in conjunction with Fish For Africa http://fishforafrica.org/en/ (SARNISSA member Gabriel Koko ) and a commercial tilapia producer.
Je tiens à dire merci à Emilie Devic pour faire un bon travail s'occuper de la SARNISSA Fora et l'administration sur les 3 derniers mois. Veuillez trouver ci-jointe une note synthétique (2 pages) relative aux conclusions de la conférence régionale de janvier 2013, organisée par le partenariat CEDEAO/GWI/UICN/IIED. Cette rencontre multi acteurs s'inscrit dans le cadre du dialogue régional autour des grandes infrastructures hydrauliques démarré en 2009.
Les discussions ont porté spécifiquement sur les deux recommandations suivantes issues des « lignes directrices pour le développement d'infrastructures hydrauliques en Afrique de l'Ouest » (CEDEAO, octobre 2012) :
2.1 Intégrer les populations affectées comme des partenaires et s'assurer qu'elles bénéficient directement du barrage pendant toute sa durée de vie
2.2 S'assurer que les conditions de vie des populations s'améliorent après la construction du barrage par rapport à leur situation antérieure
D'autres thèmes de recommandations pourront prochainement être abordés de la sorte pour continuer la réflexion sur la manière d'opérationnaliser ces lignes directrices.
Plus de 50 acteurs ouest-africains ont participé aux débats, représentant des organisations de la société civile, des usagers, des services techniques, des structures de gestion des barrages, des organismes de bassin, des universitaires, des juristes, des organisations régionales et internationales, etc.
Le rapport technique sera envoyé ces prochains jours pour plus d'informations.

Dear all,
Please find attached a brief note (2 pages) about the conclusions of the regional conference in January 2013, organised by the partnership ECOWAS/GWI/IUCN/IIED. This multi stakeholder workshop was held in the framework of the ongoing regional dialogue on large water infrastructure started in 2009.
The focus of the debate was specifically on the two following recommendations issued from the "ECOWAS guidelines for the development of water infrastructure in West Africa" (October 2012):
2.1 Involve affected communities as partners, and ensure that they benefit directly from the dam throughout its life cycle
2.2 Ensure that people's living standards are better than they were before the dam was constructed
Some other recommendations shall be also addressed in the same way to continue the discussion on how to implement these guidelines.
About 50 participants from West Africa were attending the meeting, representing civil society organisations, river users, state technical services, dam construction and management organisations, basin organisations, researchers, legal experts and regional and international organisations.
The technical report will be sent in the next days for more information.

Pourquoi pas la technologie Biofloc (zéro renouvellement
eau) dans les étangs de tilapia
Cette technologie consiste à mettre en place dans les étangs
des bactéries (Bacillus, Pseudomonas, etc.) qui ont pour rôle de transformer
les déchets en microorganisme unicellulaires protéiques qui vont être mangé par
les tilapias ou crevettes.
Les avantages sont multiples et personnellement j’ai eu à travailler avec cette technologie en
Corée du Sud pour la production de crevettes et nous avions fait aussi des
tests avec des étangs de tilapia en Thaïlande.
Les avantages sont :
- La production est multipliée par 1,7;
- La quantité d’aliment distribuée est réduite de
15 à 20 % car les poissons ou crevettes mangent les microorganismes unicellulaires
issus des déchets;
- Réduction de 98 % de l’eau à ajouter dans les étangs;
- Qualité de l’eau excellente (taux de nitrite avoisine
zéro);
- Réduction du cycle de production de 25%
Problèmes sont :
- Maintenir alcalinité et dureté de l’eau
respectivement entre 80 à 120 et 60 a 100
- Maintenir une prolifération des bactéries;
- Installer des brasseurs d’eau (paddle wheel ou
injecteur) afin de fournir de l’oxygène aux bactéries
Cette technologie commence à être utilisée à travers le monde
pour la production de tilapia surtout dans les pays ou l’eau est un facteur
bloquant.
Cette technologie permet de réduire de 25 à 30 % le cout de
production des tilapias

It is with great sadness that I learnt today of the passing
on of Prof. James Muir (Stirling University). I had, as many others I’m
sure, followed the good Professors work for many years. I recall John Balarin’s
mention of how approachable James was about any issue.
I would love to have met the James in person for discussions
about aquaculture having only had the chance to speak briefly on the phone
once.
My sincerest condolences to his family and all who cared for
James.
