I think that we are on the same wavelength about Guinea's potential for fresh water fish culture and for which the National Directorate of Fish Culture has designed its development strategy. But the question now is how to exploit the seemingly favorable conditions of the huge continental shelf. The water is warm and suitable for fish growth all year round, the sea is generally calm and Guinean coastal waters are renowned for their high biological productivity. There even is a large fully equipped shrimp hatchery on one of the islands in front of Conakry. In rather good shape, but on standby. Nowadays there is no more shrimp farming in Guinea, so maybe a good alternative would be to (partly) reconvert the site and produce seed of alternative species. Looking at global statistics, I see that marine aquaculture is developing very fast in the world these days. I'm wondering what is missing in Guinea to make part of this trend line? Coming back to the tilapia issue, can you also tell we what are its limiting factors for sea farming? Avec la pression démographique et la raréfaction des ressources naturelles disponibles pour l’activité agricole, l’informalité de la gestion du foncier des AHA et du statut des personnes qui les exploitent est devenue problématique. Les anciens détenteurs de droits fonciers coutumiers ont contesté certaines décisions de l’Etat en matière d’attribution des terres ou de propriété, et ont parfois bloqué des investissements et des travaux. Nombre de ces contestations sont portées devant les tribunaux, qui rendent des décisions remettant en cause la maîtrise publique des AHA. Face à ces contestations, les services de l’ONAHA se sont lancés depuis 2014, avec l’appui de la Global Water Initiative (GWI<https://www.gwiwestafrica.org/fr/>), dans un processus visant à expérimenter, formaliser, puis généraliser une démarche de sécurisation foncière des AHA existants et futurs au Niger. Ce guide reprend et explicite en détail cette démarche et les conditions à réunir, depuis la mise en place des équipes opérationnelles chargées de la sécurisation jusqu’à la délivrance des contrats aux exploitants et leur enregistrement. Destinée en priorité aux équipes nationales et régionales de l’ONAHA et de la direction générale du Génie rural, il vise à faciliter la mise en œuvre sur le terrain et la généralisation des opérations de sécurisation foncière des AHA au Niger au profit de l’Etat et des exploitants. The informal status of these irrigation schemes, and their occupants, has created problems due to population growth and the increasing scarcity of natural resources. Holders of traditional land rights have challenged government decisions concerning land attributions and property rights within the schemes, and have occasionally prevented construction from proceeding. Courts, when asked, have found against the State, compromising the physical integrity of these expensive public investments. In this context, the National Irrigation Office (ONAHA), with the support of the Global Water Initiative (GWI<https://www.gwiwestafrica.org/en>) has led a pilot process since 2014 to determine, and then generalise, a systematic approach to land tenure for all current and future irrigation schemes in Niger. This Guide presents this approach in detail, from the establishment of field teams to manage the process, through to delivery of secure contracts to farmers and their registration.
