Dear All,
What a good surprise to find out about this SARNISSA forum! For a *young
fish farming/fisheries specialist* like me struggling with the (sometimes
insufficient) expertise in the *western province of Uganda*, it is a
wonderful relief to learn from your respective similar experiences
worldwide.
Let me briefly introduce myself and my work: I am Xavier Tezzo, a young
Belgo-Congolese agro-economist specialized in Fisheries management working
for the *Belgian Development Agency (BTC)* in Uganda, Kasese District. I
graduated in 2008 from Agronomy engineering (orientation Marine Ecology) in
Brussels (ULB). Thereafter I specialized in fisheries and microfinance
(Solvay Business School, Brussels) and had the opportunity to deepen my
knowledge of the sector over 6 South-East Asian countries by integrating
the *FAO Regional Fisheries Livelihood Program* for 2 years (www.rflp.org).
In October 2011, I joined the *Kasese District Poverty Reduction Program*:
I am a Fisheries Junior Technical Assistant and my work consists in
supporting the local government regarding the management of capture
fisheries and the development of the fish farming sector.
Regarding the latter, the species of interest are predominantly the tilapia
(*Oerochromis niloticus*) and the catfish (*Clarias gariepinus*). Our main
activities are:
- The (technical/financial) *support of a local catfish hatchery*: the
only one operational for the whole district. We have obtained very low
production so far with an unsatisfied (growing) District demand;
- The development/reinforcement of the fish farming sector through the
establishment of a *fish farming community-based-trainers **(CBTs)
network*;
- Farmer-participatory research in *fish feed formulation*. Feed is the
main limitation of the development of the sector at the level of the
District: most farmers rely on the very expensive floating pellets
(Ugachick) manufactured in the capital city, resulting often in
underfeeding and poor yields;
- The *trial of low-cost cage (tilapia) fish farming* on the shores of
Lake Edward: the long term objective here is to test the
viability/feasibility of a low cost model to be further adopted by riparian
communities as a profitable alternative livelihood and a way to decrease
pressure on the 2 local lakes (Edward and George).
Of course I would be glad to share more details with the persons interested
by our activities. In the meantime I am following with a lot of interest
your ongoing discussions and hope that your respective experiences will
help us to reach our common targets: the development of the fish farming
sector in Africa.

Quelle bonne surprise de découvrir ce forum SARNISSA! Pour un *jeune
spécialise en pêches/pisciculture* comme moi travaillant dans la *province
Ouest de l’Ouganda* et souvent aux prises avec l’expertise (parfois
insuffisante) au niveau local, il est évidemment très excitant de prendre
connaissance d’un tel réseau d’expertise.
Permettez-moi de me présenter brièvement ainsi que mon travail: je suis
Xavier Tezzo, un jeune belgo-congolais agro-économiste spécialisé dans la
gestion des pêches/pisciculture et travaillant actuellement pour *l'Agence
belge de Développement (CTB)* en Ouganda, dans le district de Kasese.
J'ai été diplômé en 2008 d’études de Bioingénieur (orientation écologie
marine) à Bruxelles (ULB). Par la suite, je me suis spécialisé en pêches
artisanales et microfinance (Solvay Business School, Bruxelles) avant
d’avoir l'occasion d'approfondir mes connaissances du secteur sur plus de 6
pays du Sud-Est asiatique en intégrant un *Programme régional (FAO) de
développement des pêches artisanales *pendant 2 ans (*www.rflp.org*). En
Octobre 2011, j'ai rejoint le *Kasese District Poverty Reduction Program*:
je suis un Assistant Technique Junior et mon travail consiste à soutenir le
gouvernement local en ce qui concerne la gestion des pêches et le
développement du secteur piscicole.
En ce qui concerne ce dernier, les espèces d'intérêt sont principalement le
tilapia (*Oerochromis niloticus*) et le poisson-chat (*Clarias
gariepinus*). Nos
activités principales sont:
- Le *support (technique/financier) d'une écloserie locale de silure*:
la seule opérationnelle pour l'ensemble du district. Nous avons obtenu une
production très faible à ce jour avec une demande régionale (croissante)
insatisfaite;
- Le développement/renforcement du secteur piscicole à travers la mise
en place *d'un réseau de formateurs/experts communautaires*;
- Recherche participative concernant la *formulation d’aliments pour
poissons*. L'alimentation est la principale limitation de l'évolution du
secteur au niveau du district: la plupart des pisciculteurs ne connaissent
que les granules flottants (Ugachick) fabriqués dans la capitale, résultant
souvent en une sous-alimentation des étangs et de faibles rendements;
- *L’expérimentation de la pisciculture en cage* (tilapia) sur les
rives du lac Edward: l'objectif à long terme ici est de tester la viabilité
/ faisabilité d'un modèle à faible coût qui serait par la suite adopté par
les communautés riveraines comme un moyen de subsistance alternatif
rentable et un moyen de diminuer la pression sur les 2 lacs de la région
(Edward et George).
Bien sûr, je serais ravi de partager plus de détails avec les personnes
intéressées par nos activités. En attendant, je suis avec beaucoup
d'intérêt vos discussions en cours et j’espère sincèrement espérons que vos
expériences respectives nous aideront à atteindre nos objectifs communs: le

We need these kinds of analytical work in order to enrich the discourse for and against environmental impact of Chinese development in Africa. Abstract
The study analyses the role of Chinese companies and financing institutions and Ghanaian governmental agencies in planning and constructing the Bui Dam. The analysis focuses on the division of responsibilities between Sinohydro and China Exim Bank on the one side and the Ghanaian government on the other side. The findings show that environmental and resettlement planning for Bui was commissioned and financed by the Government of Ghana without Sinohydro’s involvement. The obligation of the firm is to abide by the environmental regulations that are monitored by the regulatory authorities. The role of Sinohydro consists in building the dam, maintaining the construction site, contracting workers, and providing for workers’ health and safety. The firm has no role in resettlement,
which is carried out by the Bui Power Authority. While there is clear evidence that the Bui Power Authority does not follow the recommendations of the Resettlement Planning Framework, Sinohydro appears to abide largely by the conditions set out in the Environmental Impact Assessment study whose implementation is monitored by the Ghanaian Environmental Protection Agency and the Ghanaian Water Resources Commission.

Etudiant en licence professionnelle de cadre technique en aquaculture, je suis actuellement en stage à l’île Maurice, où je monte une écloserie et travaille sur des améliorations techniques à apporter, notamment en terme d’optimisation de l’aliment, dans une ferme de tilapia.
Suite à cette formation, qui s’achèvera au mois de juillet, j’aimerai travailler dans le secteur aquacole afin de conforter mes connaissances théoriques et pratiques dans ce domaine. De part mes formations (Baccalauréat Sciences et Techniques de l’Agronomie et du Vivant, Brevet de Technicien Supérieur en productions aquacoles et la licence professionnelle que je suis actuellement), j’ai eu l’occasion d’effectuer des stages assez variés, allant de l’élevage d’ormeaux, à la production de spiruline ou encore un stage au sein d’un observatoire de tortues marines. Aujourd’hui mon choix d’orientation professionnelle vers telle ou telle production aquacole n’est pas défini.
L’aquaculture est un domaine qui me passionne et c’est pour cela que je souhaite en faire mon métier. Je vous adresse ce message dans l’idée que si vous avez connaissance d’un poste à pourvoir vous vouliez bien m’en faire part.

Student in Bachelor of science diploma in technical management in aquaculture, I am currently in training period in Mauritius Island, where I set up a hatchery and work on technical improvements, in particular in term of feeding, in a tilapia farm.
After my training, in July, I would like to work in aquaculture so that I can consolidate my theoretical and practical knowledge in this field. Thanks to my trainings (a C.G.SE in biology, agronomy and animal production, a two-year post graduate diploma in aquaculture, and a Bachelor of science diploma in technical management in aquacullture), I had the opportunity to do several internships, in an abalone farm, a spirulina farm or in an observatory of marine turtles. I have not chosen to work in one production or another yet.
I am really fascinate by aquaculture and that is why I want to make it my job. I put you this message in the hope you know a job to fill and you could help me for my future.
