[Forum dialogue on dams] Notes sur les barrages en Afrique de l'Ouest / Notes on dams in West Africa

Chers tous, Veuillez trouver ci-jointes une note de synthèse régionale (en français et anglais) et une note de synthèse spécifique au Burkina (français), élaborées dans le cadre de la Global Water Initiative. Objectif du projet Améliorer la dissémination de l'information sur les conséquences sociales des grands barrages sur le développement local et renforcer les capacités et les connaissances requises pour que les pouvoirs publics et autres autorités puissent appuyer une prise de décision inclusive, participative et responsable. Plus de 60 grands barrages sont en cours de construction ou prévus à travers l'Afrique, dont 39 en Afrique de l'Ouest. Dans ce projet de la Global Water Initiative (GWI), l'IIED et l'UICN invitent les acteurs régionaux, nationaux et locaux à tirer des enseignements de l'expérience acquise sur ces grands ouvrages en Afrique de l'Ouest, et notamment de l'analyse détaillée de six barrages. Ces études montrent comment les planificateurs pourraient mieux gérer la réinstallation et éviter des différends coûteux en partageant les bénéfices tirés des barrages avec les populations touchées. Nous discutons de ces leçons avec les communautés locales et les pouvoirs publics impliqués dans la construction des barrages, ainsi qu'avec des organismes régionaux, et nous appuyons la recherche de nouveaux mécanismes de partage des bénéfices. ________________________________ Dear all, Please find attached a regional note (in French and English) and a note exclusively for Burkina Faso (in French), written in the framework of the Global Water Initiative. Project objective To improve dissemination of information on the social consequences of large dams for local development, and build the capacity and understanding needed for government and other authorities to strengthen inclusive, participatory and accountable decision making. More than 60 large dams are being built, or are on the drawing board, across Africa, 39 in West Africa. In this project of the Global Water Initiative, IIED and IUCN are engaging local and national actors in learning from experience around large dams in West Africa, including detailed case studies of six dams. The studies show how planners could better manage resettlement and avoid costly disputes by sharing benefits from dams with affected people. We are discussing these lessons with communities and governments involved in dam building, as well as regional bodies, and helping to design new benefit-sharing mechanisms. Les grands barrages en Afrique de l’Ouest : bâtir le dialogue Ouagadougou, Burkina Faso, 21.05.2012 (UICN-PACO) – Les grands barrages ont apporté des bénéfices importants en Afrique de l’Ouest et sont susceptibles d’en fournir plus encore à l’avenir : électricité, irrigation, eau potable, etc. Mais cela ne doit pas se faire au détriment des écosystèmes et des populations qui en dépendent. Les processus de mise en œuvre des grands ouvrages hydrauliques requièrent la concertation entre toutes les parties prenantes, comme l’illustre la publication produite par l’UICN-PACO. Le document, Dialogue régional sur les grandes infrastructures hydrauliques en Afrique de l’Ouest : la concertation en actes de 2009 à 2011, est publié par l’UICN en partenariat avec le Centre de Coordination des Ressources en Eau (CCRE) de la Communauté Economique Des Etats de l’Afrique de l’Ouest (CEDEAO). Il décrit les différentes étapes et avancées du projet de concertation régionale, lancé par le CCRE en 2009, avec pour objectif de contribuer au développement harmonieux de l’Afrique de l’Ouest et à l’intégration régionale par la mise en place d’outils pour accompagner l’élaboration de plans d’investissement dans un cadre concerté. « Il est nécessaire de tirer les enseignements des expériences passées et de trouver les moyens de minimiser les effets négatifs des grandes infrastructures hydrauliques, afin de mettre en œuvre de meilleurs processus dans l’avenir », relève M. Innocent Ouédraogo, Directeur par intérim du Centre de Coordination des Ressources en Eau (CCRE/CEDEAO). En décidant d’accompagner la CEDEAO dans sa démarche, l’UICN veut promouvoir la gestion écologiquement durable et socialement équitable des ressources en eau de l’Afrique de l’Ouest en facilitant l’élargissement de la concertation aux acteurs non étatiques, aux organisations de la société civile et aux usagers. Cette initiative s’inscrit dans la vision de la Commission Mondiale des Barrages qui met en avant l’implication de toutes les parties prenantes concernées dans les processus de construction et d’exploitation de ces grands ouvrages. « L’UICN est engagée dans le débat international sur les barrages et le partage de leurs bénéfices, notamment à travers le dialogue régional avec la CEDEAO. Sa stratégie est de renforcer les processus en cours par la recherche de connaissances, l’appui à la participation de tous les acteurs, notamment la société civile, et la promotion des bonnes pratiques environnementales et sociales en vue de relever les défis posés par la Commission mondiale des barrages" précise M. Ousmane Diallo, Coordinateur du Programme Régional Eau et Zones humides du bureau régional de l’UICN pour l’Afrique Centrale et Occidentale. Dans le cadre de ce dialogue régional, entre autres, les processus de décision lors de la conception et la construction de trois barrages sélectionnés (Manantali au Mali, Kandadji au Niger et Bui au Ghana) ont été analysés par un panel d’experts indépendants . Cette analyse a permis de définir des bonnes pratiques et d’élaborer des lignes directrices qui ont été partagées et ajustées lors de consultations avec les Etats, les organismes de bassin et la société civile, et qui permettront d’élaborer une directive cadre à l’échelle de la région. Providing electricity, improving irrigation, supplying drinking water are some of the benefits from large dams for communities in the region. Yet, the development of such infrastructures shouldn’t come at the expense of ecosystems and the people who depend on them. The implementation of large hydraulic structures requires careful consultation between all stakeholders involved. Lessons from such processes are explained and illustrated in a new publication produced by the IUCN West and Central Africa office. The report, Regional Dialogue on large water infrastructure in West Africa: Building multi-stackeholder participation frome 2009 to 2011, is published by IUCN in partnership with the Water Resources Coordination Centre (WRCC) of Economic Community Of West African States (ECOWAS) It describes the various steps and progress of regional consultation, with the objective of contributing to the sustainable development of West African regional integration. The report also elaborates on the development of tools to support investment plans in a coordinated framework. "It is necessary to learn from past experiences and find ways to minimize negative effects of large hydraulic infrastructures, in order to implement better processes in the future," says Mr Innocent Ouédraogo, Acting Director of the Water Resources Coordination Centre (WRCC/ECOWAS). "IUCN is engaged in the international debate on dams and sharing of profits, especially through regional dialogue with ECOWAS. Its strategy is to strengthen the ongoing process of knowledge through research, support for the participation of all stakeholders, including civil society, and promoting good environmental and social practices to meet the challenges posed by the World Dams Commission", said Mr Ousmane Diallo, Water and Wetlands Regional Programme Coordinator of Central and West Africa IUCN Office. As part of this regional dialogue, among others, the decision-making process during design and construction of three dams selected (Manantali in Mali, Kandadji in Niger and Bui in Ghana) were analyzed by a panel of independent experts. This report<http://www.internationalrivers.org/files/attached-files/infrastructure_for_…> by International Rivers challenges the top-down approach to infrastructure projects promoted by the World Bank<http://www.internationalrivers.org/campaigns/world-bank-group> and the powerful Group of 20, and presents a better way. Access to clean water and electricity is essential for a healthy, productive life. Yet the top-down infrastructure projects of the past have left more than one billion poor people in the dark. In the Democratic Republic of Congo, donors have spent billions of dollars on dams and transmission lines at the Inga site<http://www.internationalrivers.org/campaigns/grand-inga-dam-dr-congo>. The projects serve energy-hungry mining companies, while 94% of the population has no access to electricity. In November 2011, the World Bank and the Group of 20 prepared new strategies for the infrastructure sector. They propose concentrating public support on big private projects, which they say can boost economic growth in whole regions. They have identified the Inga hydropower scheme<http://www.internationalrivers.org/campaigns/grand-inga-dam-dr-congo> on the Congo River as an example for their approach. "C'est extrêmement important, on en avait besoin, c'est le premier document consacré à la gouvernance sur la propriété des terres mais c'est un point de départ, pas d'arrivée", s'est réjoui le directeur général de l'Organisation des Nations Unies pour l'alimentation et l'agriculture José Graziano da Silva. Selon George Kourous, porte-parole de la FAO, le document d'une quarantaine de pages qui concerne aussi les forêts et les zones de pêche, a été "approuvé par acclamation" par le Comité de la sécurité alimentaire (CSA) de la FAO. "C'est un moment historique et une étape importante pour améliorer la sécurité alimentaire", a renchéri le président en exercice du CSA, le Nigérian Yaya Olaniran. L'accaparement des terres arables par certains pays et investisseurs privés dans des zones pauvres suscite la polémique en particulier depuis la flambée des prix alimentaires de 2008. Les directives FAO visant à instaurer "une gouvernance responsable des régimes fonciers" ont été élaborées dans le cadre d'un processus inédit qui a vu les Etats, le secteur privé, la société civile et les organisations internationales négocier pendant trois ans. "Des droits fonciers inadaptés et non sécurisés augmentent la vulnérabilité, la faim, la pauvreté et peuvent conduire à des conflits et des dégradations environnementales", a expliqué la FAO. La FAO a donc insisté sur les droits des peuples autochtones, l'égalité des sexes pour l'accès aux terres et l'importance de l'information des populations. En outre, le document appelle "les investisseurs privés à respecter les droits de l'homme et de propriété légitime". Sur les expropriations qui ont provoqué des conflits en Chine, le texte demande aux gouvernements "une évaluation juste, des dédommagements rapides" et de limiter cette pratique aux cas vraiment nécessaires. "Un point important du document est la reconnaissance de la propriété informelle de la terre: c'est fondamental pour des millions d'agriculteurs, producteurs et artisans pêcheurs", a aussi indiqué M. Graziano. Concernant la ruée sur les terres cultivables, sans la dénoncer complètement, la FAO a demandé aux Etats de se prémunir contre "les risques que les transactions à grande échelle de droits fonciers sont susceptibles de présenter". Pour cela, l'organisation de l'ONU préconise pour les Etats d'"édicter des règles transparentes concernant l'échelle, la portée et la nature des transactions autorisées et définir ce qui constitue, sur leur territoire, une transaction à grande échelle". Depuis plusieurs années, les ONG dénoncent l'impact globalement négatif de la course à la terre dans les pays pauvres, en Afrique et Asie notamment. Les chercheurs estiment que plus de 200 millions d'hectares de terres, soit environ huit fois la taille du Royaume-Uni, ont été vendus ou loués entre 2000 et 2010, souvent au détriment des populations locales. Les ONG ont applaudi l'adoption du document, louant l'implication de la société civile dans son élaboration. "Ces directives sont très positives, elles vont contribuer à une distribution plus juste de la terre, des forêts et des zones de pêche", a confié à l'AFP Angel Strappazzon, du mouvement paysan international La Via Campesina. Mais "il est urgent que les gouvernements les utilisent pour adopter des législations obligatoires", a-t-il recommandé. Moins enthousiaste, Stéphane Parmentier d'Oxfam: "ce qui manque dans le texte, c'est une condamnation claire de l'accaparement de terres et d'autres ressources naturelles". "L'adoption de cette directive est un premier pas, une avancée notable mais il ne faut pas en rester là", a également estimé Renée Vellvé, cofondatrice de Grain. Clara Jamart d'Oxfam France a regretté que "les Etats n'aient pas obligation d'appliquer ces mesures". Introduction: New Belgian member working in Uganda - Nouveau membre belge travaillant en Ouganda!

For a *young fish farming/fisheries specialist* like me struggling with the (sometimes insufficient) expertise in the *western province of Uganda*, it is a wonderful relief to learn from your respective similar experiences worldwide. Let me briefly introduce myself and my work: I am Xavier Tezzo, a young Belgo-Congolese agro-economist specialized in Fisheries management working for the *Belgian Development Agency (BTC)* in Uganda, Kasese District. I graduated in 2008 from Agronomy engineering (orientation Marine Ecology) in Brussels (ULB). Thereafter I specialized in fisheries and microfinance (Solvay Business School, Brussels) and had the opportunity to deepen my knowledge of the sector over 6 South-East Asian countries by integrating the *FAO Regional Fisheries Livelihood Program* for 2 years (www.rflp.org). In October 2011, I joined the *Kasese District Poverty Reduction Program*: I am a Fisheries Junior Technical Assistant and my work consists in supporting the local government regarding the management of capture fisheries and the development of the fish farming sector. Regarding the latter, the species of interest are predominantly the tilapia (*Oerochromis niloticus*) and the catfish (*Clarias gariepinus*). Our main activities are: - The (technical/financial) *support of a local catfish hatchery*: the only one operational for the whole district. We have obtained very low production so far with an unsatisfied (growing) District demand; - The development/reinforcement of the fish farming sector through the establishment of a *fish farming community-based-trainers **(CBTs) network*; - Farmer-participatory research in *fish feed formulation*. Feed is the main limitation of the development of the sector at the level of the District: most farmers rely on the very expensive floating pellets (Ugachick) manufactured in the capital city, resulting often in underfeeding and poor yields; - The *trial of low-cost cage (tilapia) fish farming* on the shores of Lake Edward: the long term objective here is to test the viability/feasibility of a low cost model to be further adopted by riparian communities as a profitable alternative livelihood and a way to decrease pressure on the 2 local lakes (Edward and George). Of course I would be glad to share more details with the persons interested by our activities. Pour un *jeune spécialise en pêches/pisciculture* comme moi travaillant dans la *province Ouest de l’Ouganda* et souvent aux prises avec l’expertise (parfois insuffisante) au niveau local, il est évidemment très excitant de prendre connaissance d’un tel réseau d’expertise. Permettez-moi de me présenter brièvement ainsi que mon travail: je suis Xavier Tezzo, un jeune belgo-congolais agro-économiste spécialisé dans la gestion des pêches/pisciculture et travaillant actuellement pour *l'Agence belge de Développement (CTB)* en Ouganda, dans le district de Kasese. J'ai été diplômé en 2008 d’études de Bioingénieur (orientation écologie marine) à Bruxelles (ULB). Par la suite, je me suis spécialisé en pêches artisanales et microfinance (Solvay Business School, Bruxelles) avant d’avoir l'occasion d'approfondir mes connaissances du secteur sur plus de 6 pays du Sud-Est asiatique en intégrant un *Programme régional (FAO) de développement des pêches artisanales *pendant 2 ans (*www.rflp.org*). En Octobre 2011, j'ai rejoint le *Kasese District Poverty Reduction Program*: je suis un Assistant Technique Junior et mon travail consiste à soutenir le gouvernement local en ce qui concerne la gestion des pêches et le développement du secteur piscicole. En ce qui concerne ce dernier, les espèces d'intérêt sont principalement le tilapia (*Oerochromis niloticus*) et le poisson-chat (*Clarias gariepinus*). Nos activités principales sont: - Le *support (technique/financier) d'une écloserie locale de silure*: la seule opérationnelle pour l'ensemble du district. Nous avons obtenu une production très faible à ce jour avec une demande régionale (croissante) insatisfaite; - Le développement/renforcement du secteur piscicole à travers la mise en place *d'un réseau de formateurs/experts communautaires*; - Recherche participative concernant la *formulation d’aliments pour poissons*. L'alimentation est la principale limitation de l'évolution du secteur au niveau du district: la plupart des pisciculteurs ne connaissent que les granules flottants (Ugachick) fabriqués dans la capitale, résultant souvent en une sous-alimentation des étangs et de faibles rendements; - *L’expérimentation de la pisciculture en cage* (tilapia) sur les rives du lac Edward: l'objectif à long terme ici est de tester la viabilité / faisabilité d'un modèle à faible coût qui serait par la suite adopté par les communautés riveraines comme un moyen de subsistance alternatif rentable et un moyen de diminuer la pression sur les 2 lacs de la région (Edward et George). The obligation of the firm is to abide by the environmental regulations that are monitored by the regulatory authorities. The firm has no role in resettlement, which is carried out by the Bui Power Authority. While there is clear evidence that the Bui Power Authority does not follow the recommendations of the Resettlement Planning Framework, Sinohydro appears to abide largely by the conditions set out in the Environmental Impact Assessment study whose implementation is monitored by the Ghanaian Environmental Protection Agency and the Ghanaian Water Resources Commission. FW: aquaculture job

Bonjour Etudiant en licence professionnelle de cadre technique en aquaculture, je suis actuellement en stage à l’île Maurice, où je monte une écloserie et travaille sur des améliorations techniques à apporter, notamment en terme d’optimisation de l’aliment, dans une ferme de tilapia. Suite à cette formation, qui s’achèvera au mois de juillet, j’aimerai travailler dans le secteur aquacole afin de conforter mes connaissances théoriques et pratiques dans ce domaine. De part mes formations (Baccalauréat Sciences et Techniques de l’Agronomie et du Vivant, Brevet de Technicien Supérieur en productions aquacoles et la licence professionnelle que je suis actuellement), j’ai eu l’occasion d’effectuer des stages assez variés, allant de l’élevage d’ormeaux, à la production de spiruline ou encore un stage au sein d’un observatoire de tortues marines. Aujourd’hui mon choix d’orientation professionnelle vers telle ou telle production aquacole n’est pas défini. L’aquaculture est un domaine qui me passionne et c’est pour cela que je souhaite en faire mon métier. Je vous adresse ce message dans l’idée que si vous avez connaissance d’un poste à pourvoir vous vouliez bien m’en faire part. After my training, in July, I would like to work in aquaculture so that I can consolidate my theoretical and practical knowledge in this field. Thanks to my trainings (a C.G.SE in biology, agronomy and animal production, a two-year post graduate diploma in aquaculture, and a Bachelor of science diploma in technical management in aquacullture), I had the opportunity to do several internships, in an abalone farm, a spirulina farm or in an observatory of marine turtles. I have not chosen to work in one production or another yet. I am really fascinate by aquaculture and that is why I want to make it my job.
