Potential for cage farming on the lake .? Note Chinese are already developing feed mill and hatchery at the nearby govt Research station at Kajansi and are now introducing tilapia into cages in the lake. Would welcome any views and opinions of Ugandans and others who work in this area. Also adding what is the previous evidence across the continent about whether fishermen make successful fish farmers?. And what is the legal position over starting up new cages, ownership or lease of water on the lake? Do the govt and Fisheries Dept have clear and easily accessible regulations and guidelines for those wishing to start up cage farming? Dear All, I am currently on a trip with Dr.David Bengtson here in SEA and we are discussing the importance of developing a basic model that at minimum can set a maximum aquaculture use in a common water body. Complex models can refine this further, but the base needs to be a maximum safe allowance so that farmers dont do what has happened in China, some reservoirs in Indonesia and elsewhere. Once farmers put a cage in, it is very hard to get them out. Just ask the Lake Taal LGUs which were only able to reduce the cages in the lake by finally calling in the military police to remove armed farmers from cages to reduce the cage density from 16,000 to less than 6,000 today. Set a limit or there will be no limit. Just my USD$0.02. Hi All, For those familiar with the Uganda and wider African context, the real challenge is to those first cages to go in to the Lake, �and then to develop a critical mass so that transaction costs of the nascent industry become competitive. To those trying to get aquaculture going in this context, consideration of carrying capacity and over-stocking is a "nice" problem to have. Similarly the social aspects. If aquaculture can develop to a stage where it starts to impact on social indicators, then we have got somewhere. And yes, then considerations of equity and social justice flowing the use of a public resource are very real. At this stage the overiding policy and planning imperative is to support and encourage those crazy pioneer farmers and reduce their risk and transaction costs so that they have a half decent chance of surviving. There is a real risk (and I can cite many examples) of discouraging pioneer investment into aquacuture with too many regulatory hurdles and too few incentives. This view in no way negates "responsible aquaculture" practise. It is just that a lot more public sector attention needs to be paid to the "carrots". The environmental regulatory requirements and social objectives are generally better defined. �The public sector interventions and incentives required to address value chain bottlenecks, service sector establishment and instances of market failure beyond the control of the aquaculture pioneer are the primary challenges at this stage of aquaculture sector develoment. Uganda has made some real progress backed by wise policy and support for aquaculture development. Now that the pioneer investors are "on the hook" what is required to ensure they succeed? Hi to all, The merits and demerits of cage farming in Lake Victoria is like the same scenario for introduction of Nile tilapia into Lake Victoria in the first place and in addition the introduction of Nile perch. It can be a long debate depending on how you look at. In view of the development I have few comments. 1. The Ugandan government have their say about how they want to utilize a natural resource at their disposal. The international status of the lake may require that some clear guidelines are developed that are easily agreeable among the sister states. Denying cage culture in the lake or even maintaining that cages need not to be put up when the sister states have reached an agreement may not help much. The SON LVHD cages have been there for some time. Whether baptized as or nicknamed 'trial cages' may not matter, since where is the boundary between trial and full commercial cage culture in the lake? Dunga Fishermen co-operative with assistance of KMFRI also have their 10 plus 8m3 cages. Suppose these have been trials, that is the deduction? 2. Best Management Practices (BMP) would help but these have also be defined. Good enough what makes economic sense for cage farming in the lake may also define the BMP. Those that would use bad or poor feeds in the lake will be driven out of business since they will make heavy losses and will not be able to continue. Thank enough to the economics of nature. 3. Cage placement and different resource use by the difference players-cage farmers, fishermen, sailors need to be addressed earlier and the common man's interest to counter the possible resource use conflicts. 4. When taken care of, with proper and well defined BMP with well thought limits, the cage farming may still pose less pollution risks compared to the existing 'culprits' like sewage treatment plants and raw sewage from cities around the lake besides the industries, car wash, run-offs from agricultural activities. Cage farming may even be the lesser devil. However, whether we necessarily want to add another lesser devil to the bigger devils we are unable or even reluctant to deal with is a thought for another day.
