Bonjour, chers collègues de SARNISSA, Je suis Alexandre Bédier, de l'ile de la Réunion. J'ai récemment débuté ma thèse de doctorat portant sur les holothuries, plus particulièrement la nutrition, l'écologie trophique et la reproduction. Je suis membre du Laboratoire d'écologie marine (Ecomar) situé a l'Université de La Réunion. J'ai complété un Master, spécialisation aquaculture tropicale à l'Université James Cook de Townsville (Australie) sous la supervision du Professeur Paul Southgate et du Docteur Chaoshu Zeng. Mon principal domaine d'intérêt est évidemment la biologie des holothuries, leur reproduction (à la fois sexuée et asexuée), leur nutrition ainsi que leur écologie trophique.. De plus, j'ai été familiaris <sarnissa-french-aquaculture(a)lists.stir.ac.uk>é aux systèmes recirculatoires (RAS) au cours de mon Master en Australie. A la suite de cela, j'ai développé un intérêt personnel pour les systèmes aquaponiques. Suite a un stage à Aquapesca, à Quelimane (Mozambique) en 2011, j'ai commencé à m'intéresser à l'aquaculture dans les pays africains. En tant quedoctorant, je souhaitais faire partie d'une communauté active et prête a interagir pour le bénéfice de l'aquaculture en Afrique et sur les territoires de l'Ouest de l'océan Indien. Salut peter, La region du Nord de l'Equateur n'avait pas benefie d'un programme sur la pisciculture. Mais il y a un potentiel reel comme vous le soulignez. Les alevins de bonne soiuche sont trouvbable a Kinshasa, il y a qlq fermes qui en disposent, même chez ERAIF par exemple. Il y a des livres sur comment elever le Tilapia edites par l'ancien projet pisciculture et j'en ai. Je veux donner certain fonds aux éleveurs qui existe déjà et les éleveurs potentiels pour se procurer les outils et les alevins. Je voudrais aussi offrir un peu d’instruction pour une meilleur pratique d’aquaculture. A mon avis le nord de la RDC est une région ou l'aquaculture peut faire une grande différence pour les familles rurales et peut aussi apporter un gagne-pain durable. Je voudrais savoir s’il y avait les personne ou des organisations qui support actuellement l'aquaculture dans la région que j’ai déjà mentionner ci-dessus? Bien sur que nous sommes là en présence du coût social du progrès. C'est certainement ce à quoi nous devons nous attendre dans le cas du barrage du kandadji en construction au Niger. Partout où l'agriculture au sens strict se développe, elle se fait au détriment de l'élévage. le challenge est désormais pour nous de réaliser les conditions douces de réalisations des deux activités concurrentes. L'agrobusiness ne fait pas bon ménage avec l'élevage Nous vous proposons ici, un extrait d'une enquête publiée dans « L'Evènement » du 1er février 2012. Depuis le début des années 2000, les autorités burkinabè ont engagé une politique de promotion de l'agrobusiness. L'Etat encourage les salariés et tous ceux qui possèdent les moyens d'investir dans l'agriculture. L'agrobusiness est envisagé comme l'instrument de promotion d'une agriculture moderne, compétitive et intégrée au marché. Cependant, l'intrusion de ces nouveaux acteurs dans le monde rural n'est pas sans conséquences pour les acteurs traditionnels. La compétition pour la terre y est très rude. Ceux qu'on appelle les " nouveaux acteurs ", les agrobusiness men, ont envahi les périmètres autour du barrage. Ce qui n'est pas sans conséquences pour les acteurs dits traditionnels, à savoir les éleveurs et les agriculteurs classiques. Ici, les menaces de déguerpissement des éleveurs sont mises à exécution. " Depuis la construction du barrage en 2005, ils ne font que nous déguerpir d'un endroit à un autre. En 2009, ils nous ont fait quitter nos maisons pour vendre les terres aux agrobusiness men. Cette année encore, ils sont encore là. Ils sont venus montrer un coin à un monsieur en voiture. C'est à peu près à 50 m de ma maison. J'étais assis sous mon hangar et je les entendais parler. Ils étaient 4 avec un véhicule. C'est un type du nom de Pamoin qui les a amenés. ", soutient Idrissa Boly, éleveur, la soixantaine bien sonnée. A l'instar des autres éleveurs, Idrissa s'est installé dans le village depuis les années 1980. Il souligne que c'est bien avant l'avènement de la révolution du 4 Août 1983. Un autre chef de famille du nom de Boly Ousmane témoigne de ses espoirs déçus : "On nous disait que la construction du barrage allait nous soulager parce que nos animaux n'allaient plus souffrir. Nous avons alors beaucoup contribué pour que les travaux de construction avancent vite en fournissant viande et lait aux ouvriers. A l'inauguration, nous avons offert encore un taureau, des moutons et des poulets pour la fête. Mais à la fin, ça été tout le contraire de nos attentes. C'est le début de nos malheurs, on a perdu nos maisons, nos champs, nos pâturages et nos animaux ont des difficultés pour accéder au barrage. " Pourtant, à la construction du barrage en 2005, les responsables du village et les autorités administratives locales avaient délimité " deux bonnes pistes à bétail " pour les éleveurs. Mais ces derniers assurent que ça n'a jamais été respecté. L'année suivante, les maraîchages ont remplacé les pistes à bétail. La pression foncière est très forte dans le village à cause du barrage. Les éleveurs sont allés se plaindre auprès du chef du village. Il a fait délimiter quatre autres pistes à bétail. Pour les éleveurs, ces pistes sont tellement étroites qu'une charrette aurait du mal à y passer. Pour faire abreuver leurs animaux au barrage, ils sont obligés alors de passer par la voie Lou-Sapouy avec tous les dangers que cela comporte aussi bien pour les hommes que pour les animaux. " Le chef a voulu nous aider, mais on a l'impression qu'il ne maitrise pas les vendeurs. Ce sont ses frères, enfants et petits enfants qui vendent les terres. Depuis que son fils Kadidi a vendu là où on a vécu depuis 20 ans, cela a libéré tous ceux qui souhaitaient vendre nos terres, mais qui avaient peur.", affirme Idrissa Boly. En 2009, ce dernier, avec une dizaine d'autres familles, ont été déguerpis de leurs maisons sans dédommagement. Aujourd'hui, ce sont des champs de manioc, de bananes et de tomates qui se dressent sur les lieux. Aujourd'hui encore, ces éleveurs de Lou vivent dans l'angoisse d'un autre déguerpissement. Le problème, c'est que maintenant, ils ne savent plus où aller car ils sont aux pieds de la forêt. Le code de l'environnement du Burkina interdit formellement l'installation des animaux dans la forêt. Au mois de novembre dernier, nous avons appris que le chef du village a convoqué une réunion où étaient présents ceux qui vendent les terres et les éleveurs. Il a formellement interdit à ses frères de s'aventurer vers les éleveurs pour vendre encore la terre. Il a également fait délimiter des pistes à bétail qui avaient été bouchées par les champs des agrobusiness men. Ces différentes mesures ont été bien accueillies par les éleveurs et les autorités locales, preuve que l'implication des chefs peut (ndlr : parfois) résoudre les problèmes fonciers. Je cherche des informations assez techniques sur son élevage pour un ami notamment sur les questions suivantes : * le procédé de production pour un élevage bio * l'alimentation conseillée pour un élevage bio * le prix moyen des alevins * où se procurer les alevins dans la région de Maurice - Mascareignes. * le ratio moyen nombre d'alevin / nombre de poissons (ou le taux de mortalité) * quel type de cage faut-il acheter? * quelle serait la densité finale en kg à espérer * ... bonjour, je me permet de vous remettre ci-dessous les 3 type de pisciculture que nous avons retenus (de manière consensuelle, cad sans partager toujours la totalité de la définition donnée) dans les "notes de politiques aquacoles" de SARNISSA (http://www.sarnissa.org/tiki-index.php?page=SARNISSA++Project+Publications). Pour moi, ces deux notes (et toutes ces Etudes de Cas qui ont été produites dans le cadre de SARNISSA) pourraient constituer une base commune de réflexion pour développer nos échanges sur la manière d'accompagner le développement de la pisciculture. De mon point de vue, si la pisciculture de "subsistance" est une forme de production de poissons non durable et en particulier non rentable sur le plan économique, elle ne fait pas parti des 3 types proposés ci-après (on pourra développer; les brésiliens utilisent souvent le terme de pisciculture de loisirs). Même à petite échelle, la pisciculture doit avoir un sens économique pour son promoteur. Et je fais, l'hypothèse que compte tenu de l'important investissement consenti (*accéder au foncier, mobiliser du travail et/ou du capital, mobiliser les intrants nécessaires et acquérir les connaissances et le savoir-faire*) par l'entrepreneur (petit ou grand; rural ou urbain; familial, patronal ou capitalistique), celui s'attend non seulement à consommer le poisson produit mais aussi à le vendre sur les marchés (ruraux ou urbains selon; en direct ou via des intermédiaires). De fait, l'exploitant agricole rural (qui, en innovant dans la pisciculture, peut-être qualifié d'entrepreneur) doit pour se lancer être capable de mobiliser tous les facteurs de production nécessaires à son activité au même titre qu'un promoteur industriel. Ce qui diffèrent ceux sont les moyens d'y parvenir et donc la *démarche* à mise en oeuvre. Dans tous les cas, il faudrait être capable de concevoir un *modèle* sociotechnique de pisciculture adapté à la fois à son (ses) promoteur(s) capable de *lever les contraintes et de valoriser les opportunités locales*. Et si ce n'est pas possible, il vaudrait mieux alors abandonner l'idée même de la pisciculture. La démarche (et le modèle de production ) mise en oeuvre par l'APDRA et ses partenaires pour accompagner le développement d'une pisciculture rurale rentable me semble constituer un bon exemple. Elle connaît des succès certains notamment *dans la zone forestière humide* d'Afrique de l'Ouest et Central. Je vous encourage à découvrir sa démarche, ses projets et publications sur son site www.apdra.org . Cher Peter, Merci de l’attention particulière que vous accordez à l’aquaculture congolaise. Je suis membre de sarnissa et j’évolue dans une institution de formation en plein capitale de la RDC. La production des alevins de qualité est réellement le grand problème dans le pays et dans cette contrée en particulier. Le projet que je connais dans cette contrée (région de l'équateur) n’envisage pas un soutien aux aquaculteurs, c’est juste en rapport avec le lac mai ndombe. Salut membres de SARNISSA française: En 2008, j'ai été en RDC pour une visite d'exploration pour l'aquaculture durable. Je vais retourner au Congo au mois d'Avril cet année pour le support daquaculture dans le mêmes région, Gemena, Province Équateur. Je veux donner certain fonds aux éleveurs qui existe déjà et les éleveurs potentiels pour se procurer les outils et les alevins. Je voudrais aussi offrir un peu dinstruction pour une meilleur pratique daquaculture. A mon avis le nord de la RDC est une région ou l'aquaculture peut faire une grande différence pour les familles rurales et peut aussi apporter un gagne-pain durable. Proceedings No. 20 Rome, FAO. 2011. 202 pp. ABSTRACT - Aquaculture in desert and arid lands has been growing steadily over the last decade thanks to the modern technologies and alternative energy sources that have allowed water in these places of extremes to be exploited more effectively and more efficiently, using it for both crop irrigation and production of fish. This publication presents the evolution of desert and arid land aquaculture in the past few decades in seven countries and regions (Australia, Egypt, Israel, Mexico, Southern Africa, the United States of America, and Central Asia) describing the achievements of a number of farming operations, which demonstrate the significant potential for farming commercial aquatic organisms using geothermal, fresh and brackish waters. The global overview on desert aquaculture development shows, through the use of maps and tables, those countries with vast extensions of arid territories that should be better investigated for potential aquaculture development. Limiting factors were extensively discussed during the workshop, and several measures were identified and proposed. Desert conditions are characterized by high day temperatures, cold winter nights, solar radiation, scarce precipitation and very low relative humidity. The experts reached consensus on the definition of aquaculture in the desert and arid lands, which was defined as follows: "Aquaculture activities practised in desert and arid lands characterized by low precipitation (< 250 mm/year), high solar radiation, high rate of evaporation, using subsurface and surface water". At the end of the workshop, a series of recommendations were elaborated by the experts to assist FAO Member countries wishing to generate a favourable national environment to promote sustainable aquaculture development. Limited water supply remains the single largest constraint for aquaculture development in arid and semi-arid regions; however, where the resource is available, the development of integrated aqua-agriculture systems may certainly provide economic output opportunities from such resource-limited regions. Such farming systems may also enable the production of highly priced fish, vegetables and fruits all year round. [Forum dialogue on dams] Politiques internationales, prise de décision et dialogue / International policies, decision making and dialogue

Bonjour à tous, Veuillez trouver ci-joint le rapport d'étude intitulé « Prise de décision et dialogue autour des grands barrages et des infrastructures hydrauliques », commandité par l'UICN dans le cadre du dialogue régional mené par la CEDEAO, pour apporter des éléments de réflexion dans le débat régional. Ce rapport fait le point sur les approches à la prise de décision / dialogue sur les grands barrages et les infrastructures hydrauliques dans les pays et les marchés émergents du Sud. Il met l'accent en particulier sur les politiques / pratiques relatives aux aspects environnementaux et sociaux, et l'engagement des parties prenantes, y compris les populations affectées par le projet. Le but de cette étude était de faire le bilan de la diversité des approches énoncées dans les politiques internationales de premier plan, avec un accent sur trois Priorités Stratégiques de la Commission Mondiale des Barrages (les 'PS' 2, 3 et 5) par rapport aux équivalents dans les autres politiques. Dans les deux études de cas menées au Cameroun et au Sénégal, les lois/réglementations nationales ont été examinées, en rapport avec l'étude d'impact environnemental (EIE). Les processus de prise de décision autour de projets d'infrastructure comprennent des degrés divers de participation des parties prenantes. «L'espace pour la participation» par les organisations de la société civile (OSC) dans les deux pays a été étudié. This report considers approaches to decision-making/dialogue on large dams and hydraulic infrastructures in developing countries and emerging markets, particularly policies/practices relating to environmental and social aspects, and engagement of stakeholders, including project-affected populations. The purpose has been to take stock of the diversity of approaches set out in leading international policies, with a focus on three Strategic Priorities of the World Commission on Dams ('SP' 2, 3 and 5) compared with equivalents in other policies. In the two case study countries conducted in Cameroon and Senegal, national laws/regulations were reviewed, relating to environmental impact assessment (EIA). Decision-making processes around infrastructure projects include varying degrees of participation by stakeholders. The 'space for participation' by civil society organisations (CSOs) in the two countries has been investigated. Our Top 10 List for 2011 shows that the Community was keenly interested in the issues that will impact development, improving knowledge exchange and getting to know peers in the ICT for agriculture field. With different types of ICT having different strengths and weaknesses when applied to particular interventions, the impacts of ICT are diverse and markets are influenced in different ways. People and institutions are as recognized as the essential elements in this system. As an affordable and accessible means of communication, rural communities and development workers are realizing the potential of mobile telephony to create economic opportunities and strengthen social networks. The Community continues to seek and share new applications of this technology and to monitor its limitations. To further understanding and successes in this area, the Community joined with the CIARD community to explore the issue in detail this year. (Read more on access to ARD<http://www.e-agriculture.org/content/building-ciard-framework-data-and-info…>) [http://www.e-agriculture.org/sites/default/files/5.jpg]Youth, agriculture and ICT: An agriculture sector able to meet the world's needs without depleting its resources will only become a reality if young professionals are actively engaged in shaping the sector's future. ICTs are a vehicle through which young people are attracted to and can find a place within the agricultural sector. The Community made a special effort this year to reach out to its younger members as well as raise awareness through YPARD. The Community realizes that ICTs have the potential to benefit women in agricultural production and to challenge existing gender imbalances in rural livelihoods only if there is sufficient understanding of women's status and gender roles and responsibilities in society. ICTs provide wide ranging opportunities for the management of water as a resource, and for the management of information about water. As with other subject, ICTs are being used to manage critical information resources about water, making these readily available, and accessible. These resources are submitted by Community members covering experiences and outcomes through case studies and reports, ICT statistics, examples of government e-agriculture programmes and policies, and other relevant information. We invite you to submit materials relating to e-agriculture. [http://www.e-agriculture.org/sites/default/files/9.jpg] Members: As with any network, getting to know more about fellow members and expanding professional networks is an important activity. The Community's Member Profiles<http://www.e-agriculture.org/Members> were very popular. (Log in<http://www.e-agriculture.org/user/login?destination=node/33649> is required to view Member Profiles) [http://www.e-agriculture.org/sites/default/files/10.jpg] Sourcebook: With the launch of the "ICT in Agriculture" Sourcebook, a multi-author resource on the use of ICT in the field, the World Bank established one of the preeminent resources in the Community's area of interest. Becoming available near the end of the year, it just made the top 10 list. No doubt with more discussions on the Sourcebook planned in 2012, it will remain high on the agenda of the Community. Efforts continue to support collaborations with Francophone and Spanish speaking members. From the Community's members, 35% have indicated that Spanish is their mother tongue and 25% have indicated French. [cid:402fb9b69dd0a683f65501a322ad81a9@www.e-agriculture.org] Blogs: The newly established Blogs section<http://www.e-agriculture.org/blog> showcases special contributions written by leaders in the Community. Through blogs, members have shared information about their work and interests in e-agriculture. In 2011, guest bloggers contributed to a total of 55 blog posts in 3 languages<http://www.e-agriculture.org/blog>, supporting interaction among Community members and attracting thousands of readers. [http://www.e-agriculture.org/sites/default/files/e-Ag_leaf.jpg] Resources: The e-Agriculture Knowledge Base<http://www.e-agriculture.org/knowledge-base-resources> comprises over 1,600 resources. This collection continued to grow during the year as members submitted new content. The quality of metadata in the Knowledge Base was greatly improve by our two interns, Brieuc de Roquefeuil<http://www.e-agriculture.org/blog/mon-expérience-avec-l’équipe-e-agricultur…> and Erin Yingling<http://www.e-agriculture.org/blog/my-internship-e-agriculture>, making the resources more accessible and relevant. These publications present valuable summaries of the extensive discussions that have taken place during the Community's online forums (see: Forums Archive<http://www.e-agriculture.org/forums/forum-archive>) [http://www.e-agriculture.org/sites/default/files/e-Ag_leaf.jpg] International Year of Youth: To mark the International Year of Youth, e-Agriculture and YPARD organized a special blog series<http://www.e-agriculture.org/en/blogs-series-youth-agriculture-and-icts> from July to August to give a voice to youth, and to bring their perspective to the issues surrounding the field of agriculture, young professionals and the use of ICT. A total of 27 blogs in 3 languages<http://www.e-agriculture.org/en/recent-blogs-blogs-series-youth-agriculture…> were published, which were very popular with the Community. The WSIS Forum celebrated leadership and innovation in the ICT sector, and members of the e-Agriculture Community looked at "The Promise of Mobile Technology<http://groups.itu.int/wsis-forum2011/Agenda.aspx?event=event_86>" in two sessions, "Mobile Money Solutions for Small Enterprises" and "What is the Socio-Economic Impact on Rural Communities?".
