SMARTFISH Aquaculture Trade Event Entebbe Uganda SmartFish aquaculture commerce événement Entebbe en Ouganda SMARTFISH Aquaculture Trade Event Entebbe Uganda Congratulations to Chris and his team for organizing and running the SMARTFISH Trade Event on 26-27th March 2015 in Entebbe Uganda. The event was attended by a wide range of primarily private sector persons but also govt, NGOs , researchers, journalists and others from across the East and southern African region. L'événement a été suivi par un large éventail de personnes principalement du secteur privé, mais aussi gouvernment, des ONG, des chercheurs, des journalistes et d'autres de toute la région Afrique de l'Est et australe. Il y avait une série de présentations appliquées et Q et A sessions sur les systèmes de production commerciale et des entreprises individuelles par exemple Source du Nil Ouganda , le Lesotho Truite en cage, Xibaha Tilapia écloseries Mozambique, les marchés et la chaîne de valeur, des ONG et des projets comme les beches de mer, algues, poissons associations d'pisciculteurs par exemple du Kenya Association pisciculteurs. It is in this context that Guinea's Ministry of Energy and Water and the Global Water Initiative (GWI) in West Africa and held a national workshop in Conakry<http://www.gwiwestafrica.org/en/final-communique-national-workshop-securing…> on 4 and 5 March. Participants included representatives from the Ministries of Agriculture and of Urban and Rural Planning, as well as from the National Assembly, civil society and donors. The communities who will be affected by Fomi were consulted and contributed their feedback during a workshop in July 2014 in Kankan<http://www.gwiwestafrica.org/en/local-validation-workshop-analysis-knowledg…>. Here is a summary of the proposals made in the study: * Reform the legal framework, particularly the land and federal code (CFD); * Develop an operations manual for land expropriation in the public interest; * Define the operationalisation of options for agricultural development in the Local Development Plan (LDP), clarifying the ownership of the land concerned; * Provide social support (consultations, negotiations) for land tenure processes. Implementation of reforms Through the final communiqué<http://www.gwiwestafrica.org/en/final-communique-national-workshop-securing…> of the recent workshop in Conakry, the legislative and administrative reforms identified have been validated and a series of recommendations established for their implementation, including the need to: * Integrate the issue of expropriation, compensation and land tenure security into current initiatives of the Ministries of Agriculture and Urban and Rural Planning; * Combine modern law and customary rights; * Resolve the issue of the availability and location of land to be used for compensation. [Dialoguebarrages] GWI Guinée: Sécuriser le foncier et assurer la compensation juste pour les populations de Fomi

Chers collègues Pour les 48,000 personnes qui seront affectées par le barrage de Fomi en Guinée, la sécurisation foncière des terres agricoles et la compensation juste<http://www.gwiwestafrica.org/fr/barrages-en-guinee-des-propositions-pour-re…> sont deux thèmes d’urgence. C’est dans ce contexte que le Ministère de l’Énergie et de l’Hydraulique et la Global Water Initiative (GWI) en Afrique de l’Ouest ont tenu les 4 et 5 mars un atelier national à Conakry<http://www.gwiwestafrica.org/fr/communique-final-de-latelier-national-sur-l…> avec des participants venus des Ministères de l’Agriculture et de la Ville et l’Aménagement du Territoire, ainsi que de l’Assemblée Nationale, de la société civile, et des bailleurs de fonds. Réformes législatives et administratives L’atelier a pris comme base des discussions une étude menée en 2014 dans le cadre du partenariat entre la Direction Générale de Fomi et la GWI en Afrique de l'Ouest et sur laquelle les populations locales ont été consultées lors d’un atelier de restitution en juillet 2014 a Kankan<http://gwiwestafrica.org/fr/atelier-local-de-restitution-de-letude-sur-lana…>. En attendant, voici un résumé des conclusions : · Réformer le cadre juridique, en particulier le code foncier et domanial (CFD), notamment prendre les décrets qui cadrent l'enquête parcellaire, et l'accord à l'amiable sur les compensations ; · Élaborer un manuel d'opération de l'expropriation pour cause d'utilité publique ; · Définir l'opérationnalisation des options pour le développement agricole du plan de développement local (PDL), en clarifiant le statut foncier des terres concernées ; · Prévoir un accompagnement social (concertations, négociations), car les papiers ne font pas tout.
