Les grands projets d’infrastructures hydrauliques sur les cours d’eau transfrontaliers concernent souvent plusieurs pays. Ils peuvent être source de conflits, mais ils peuvent aussi contribuer à l’intégration régionale s’ils sont conduits dans un cadre de concertation. Ce guide destiné aux acteurs concernés par des projets de grandes infrastructures hydrauliques propose des recommandations et des mesures structurées autour de six axes afin de réussir ce défi : 1. Affirmer le rôle majeur des organisations de bassin dans le développement et la mise en œuvre des projets à caractère transfrontalier, 2. Intégrer les populations affectées comme acteurs, partenaires et bénéficiaires du projet, 3. S’assurer que les différents acteurs du développement des projets jouent leur rôle respectif, 4. Evaluer et optimiser la rentabilité des grands ouvrages hydrauliques en Afrique de l’Ouest, 5. Capitaliser et échanger les expériences existantes dans le cadre de la CEDEAO, 6. Adopter un cadre régional pour l’évaluation environnemental et social des projets transfrontaliers. ---------------------------- Dear colleagues, The ECOWAS Water Resources Coordination Centre (WRCC) has developed the guidelines presented in this manual through a process of regional dialogue on large water infrastructure. Discussions began in 2009, and were steered by the WRCC , in close collaboration with the ECOWAS departments responsible for energy, agriculture and the environment. Large water infrastructure projects on cross-border watercourses often involve several countries and are therefore a potential source of conflict, however they can also contribute to regional integration if they are undertaken within a consultative framework. The recommendations and measures presented in this manual are intended to help the actors involved in large water infrastructure projects meet this challenge by focusing on six key areas: 1. Affirming the critical role of basin organisations in the development and implementation of cross-border projects; 2. Involving affected populations in projects as actors, partners and beneficiaries; 3. Ensuring that all actors involved in project development play their respective roles; 4. Assessing and optimising the profitability of large water infrastructure in West Africa; 5. Capitalising and sharing existing experiences within the framework of ECOWAS; and 6.
