[Mailman-admins] Upgrade

The university mailing list service has now been moved to a new
server, and has been upgraded to the latest release of GNU Mailman.

This will have no immediate impact on your lists, as all prior
functionality has been preserved, however you will find that there are
some more options in the administrative interface which may be useful.
